2018 Avoided Cost/IRP Donation The 2018 avoided cost proceeding is gearing up to be precedent setting. In the Commission’s E-100 Sub 148 order from 2017, it directed the Utilities to propose avoided cost rates that reflect availability of capacity, the QF’s dispatchability and reliability, and the value of the QFs’ energy and capacity. The proceeding will also consider rate designs relevant to intermittent and non-dispatchable QF power. |
