2017 Appalachian Clean Energy CLE

The 2017 Appalachian Clean Energy CLE workshop will provide attorneys and other attendees with knowledge on issues related to clean energy facing North Carolina. Attendees will leave the workshop with a better understanding of:

• NC Electric Membership Corporation perspective on project development and legislation updates including the Federal Energy Regulatory Commission (FERC) and the North Carolina Utilities Commission (NCUC)
• Annual update: policy review, energy efficiency, net metering, and avoided costs
• Deep dive into utility rates and the issues considered by the Utilities Commission
• New initiatives of investor owned utilities, rural co-operatives, and municipalities
• Emerging opportunities in micro grids and battery systems
• Directed biogas and the renewable energy portfolio standard 
  The update on directed biogas will include a summary of the current state of the industry nationally and in NC, project permitting considerations, and the use of directed biogas to fulfill NC's REPS requirements

Attendees will have the opportunity to network with professionals who can serve as resources and provide future assistance with particular legal and regulatory project development questions as they arise.

Course Objectives:

1. Provide attendees with an annual update on regulatory and legislative developments impacting clean energy in North Carolina
2. Provide attendees current information that will be useful in the year ahead for both energy efficiency and renewable energy issues
3. Provide attendees with a deep dive into utility ratemaking and a contract issue related to clean energy
4. Attendees will understand how directed biogas is used for compliance with NC's REPS, learn the history and current state of joint efforts to procure biogas from sources within NC, and be familiar with permitting requirements under the Clean Air Act such as the non-hazardous secondary material (NHSM) determination.

• Charlotte Mitchell, Attorney at Law Office of Charlotte Mitchell, practices in the areas of utilities regulation, environmental law, and energy related matters
• Rick Feathers, Associate General Counsel North Carolina Electric Membership Corporation (NCEMC)
• Peter H. Ledford, Regulatory Counsel at the NC Sustainable Energy Association (NCSEA), where he represents NCSEA before the North Carolina Utilities Commission
• Jason Hoyle, Research Analyst at the Appalachian Energy Center
